The Statute

of the Traditional Folk Culture Festival

Pokut-2012 (Kharkiv, Ukraine)

1. Objective and Tasks of the Festival

1.1 The Pokut Traditional Folk Culture Festival (hereinafter, the Festival) is held in Kharkiv and Kharkiv region through the Cooperation Program between the Ministry of Culture of Ukraine and the Ministry of Culture of the Russian Federation in 2010-2014.

1.2. The objective of the Festival is to preserve and reproduce folk traditions, customs and ceremonials regarding their regional peculiarity, uniqueness of the authentic folklore.

1.3. The basic tasks of the Festival are the following:

- To determine the present-day social and cultural context of the traditional folk culture existence;

- To show various forms of authentic folk tradition as a continuous and eternal cultural and artistic value of nations;

- To incarnate innovative performance forms of the authentic folklore on-stage;

- To expand information and arts contacts between scholars, collectors, performance-and-research folk groups, craftsmen;

- To represent the tradition, perception of it as a complex of values and principles of the folk culture, sinkretism in singing and drama images of play, plastique, dialects, traditional garments, arts and crafts, etc.;

- To search for the youth scientific-and-research groups, solo performers, masters of the folk instruments play who adopt the tradition of a particular center or region, and to involve them to participation in the Festival.

1.4. The Organisers of the Festival are the Ministry of Culture of Ukraine, the Kharkiv State Regional Administration, the Department of Culture and Tourism of the Kharkiv State Regional Administration, the Kharkiv Regional Organising and Methodic Center of Culture and Arts.

1.5. The Pokut Festival is held from the 18th till the 21th of May, 2012, in Kharkiv and Kharkiv region.

2. The Program of the Festival

2.1. The Festival embraces artistic events in the concert halls of the city and region, outdoor performances, contests of participants, workshops, public celebrations, debating club meetings, informal interaction of the participants.

2.2. A research-and-practice conference Traditional Culture in the Age of Globalization: Cultural Identification and Information Society will be held as part of the Festival.

2.3. A folk solo singing contest will be held during the Festival.

2.4. The Festival includes exhibitions of the works of craftsmen.

3. Terms and Conditions for Participation in the Festival

3.1 The performers, groups (vocal, instrumental – up to 15 people, choreographic – up to 20 people) representing authentic and elaborate (search-and-performance) forms of performing the folklore of various genres (singing, instrumental music, dances) are invited to participate in the Festival.

3.1.1. The groups or performers wishing to participate in the Festival need to send the following materials before March 15, 2012:

- Application (Attachment 1);

- Description of the group's or performer's artistic activity (this text will be published in the booklet);

- Video and audio records of the group's or performer's repertory (10 to 15 minutes);

- Group's or performer's picture (in the electronic format).

3.1.2. The participation in the Festival will be confirmed with an invitation which will be sent by the Organisers of the Festival based on the submitted applications and video/audio records of the group's / performer's repertory.

3.1.3. In case of receiving the invitation to the Festival, the group prepares a program for 30 minutes to perform it fully or by fragments (for 5 to 10 minutes) and sends in addition: the full list of participants (indicating their year of birth, sex, ID (passport) data, including the group's director data), preliminary performance program.

3.2 Solo singers of 16 to 35 years (including) are invited to participate in the folk solo singing contest.

3.2.1. For participation in the folk solo singing contest, it is needed to submit an application (Attachment 2), and prepare two varied songs which are traditional in the region represented by a contestant, а саppella or accompanied with the traditional instrument. Duration of program performance should be up to 5 minutes.

3.2.2. The contestants' performances are judged by the following criteria:

- Accordance of the chosen pieces, manner, traditional garments with the local tradition;

- Accordance of the performer's gender and age with the folklore pieces;

- Skillfulness and natural manner of performance of the chosen pieces.

3.3. The Organisers of the Festival reserve the right to adjust the number of the contestants.

3.4. The scholars, practitioners who study the problems of existence, preservation and revitalization of the traditional culture are encouraged to participate in the research-and-practice conference.

3.4.1. For participation in the conference, it is needed to send an application (Attachment 3) before March 30, 2012, and the text of the report of up to 6 pages or the summary (2 pages).

3.4.2. The materials are to be sent in printed and electronic formats (taped in Microsoft Word, 14 Times new roman font, in RTF or doc format, with 1,5 spacing, margins – 2 cm) to the adress: vul. 4. Awarding the Festival Participants

4.1 The groups participating in the Festival will get certificates and gifts from the Organisers of the Festival

4.2 The winners of the folk solo singing contest will get the title of laureates of І, ІІ, ІІІ grades, and they will be awarded with diplomas and gifts. The jury has the right not to award all prizes.

5. Financial Terms

5.1. The Festival is a non-profit event.

5.2. The Organisers of the Festival defray all expenses for accommodation, meals and transport services for participants during the Festival.

5.3. Travel to Kharkiv and back is to be at the expense of the sending organisations.
